When the liquid between seals is at higher pressure than the product in stuffing box, the inner seal gets lubricated by sealing liquid which creates an artificial environment for the mechanical seal which is true role of double seal. If the liquid is circulated between the seals at a lower pressure then the equipment stuffing box pressure. The purpose of the inner seal is same as any single seal and outer seal simply serves as a backup.
